Found this on eBay. Note seller ID. I’ve seen many abused Toughbooks, but this one beats them all.

Toughbook Restore Disk
The Toughbook Recovery disks as well as just about any part you may need can be obtained from Heartland Services. They are the only authorized repair facility in the United States.
You must have the part number of the part needed as well as the full model number of the laptop that needs the part. You can reach them at (913) 685-8855 from 7:30am – 5:30pm CST.
If you need a part number, ask! We will try to help you. You cannot order the parts (strangely enough) online with Heartland.
Prices for recovery discs are in $20-30 range + shipping.
Update. Unfortunately you will need exact part number to place an order. Below are part numbers some model. Please contribute in comments if you have information on your Toughbook.
Main update: ultra-low voltage Centrino 2 vPro processors. 2GB RAM in standard configuration and twice the disk capacity (160GB now). All CF-19 and CF-30 models now have 1,000 nits LCDs with circular polarizers as well as anti-glare and anti-reflective treatment. Despite more powerful processors, claimed battery life increased to 10 hours.
Panasonic F8 will replace CF-Y7. Positioned as world’s lightest 14.1″ widescreen at 3.7 lb.
Changes:
Global Mobile Broadband Internet (Gobi™) is a technology from Qualcomm aimed to simplify access to different providers. Gobi is the first multi-mode (EVDO/HSPA) embedded wireless solution for mobile computers, giving users the ability to easily switch between major wireless carriers. Gobi-enabled Toughbook mobile computers can access AT&T, Sprint and Verizon Wireless wireless networks with one wireless device. Through the Panasonic Carrier Selection Application (CSA) software platform, the need to physically switch out various single-module, carrier-specific modems has been eliminated.
Before Gobi, global connectivity required multiple SKUs and network cards as well as complex inventory procedures, making system management a challenge. But, with Gobi, IT administrators only have to contend with a single SKU for all regions and no external cards, lowering IT procurement, qualification, support and management costs.
Panasonic plans to introduce Gobi in it’s computers in fourth quarter of 2008.
Panasonic Toughbook CF-U1 will feature 5.6-inch WSVGA display, 1GB of RAM, a removable 16GB SSD drive (or optional 32GB), built-in WiFi, Bluetooth, and a whole host of optional add-ons, including 3G mobile broadband, GPS, a camera,a fingerprint scanner, and even an RFID reader (yet more add-ons are planned for later in the year).
Vista Business comes standard, with an XP “downgrade” option.
Price tag: $2,499 and it starts shipping in August.

1. Put Suse Linux 9.2 DVD into drive.
2. Switch Machine on and go into Setup (F2-key) to
check that machine boots from CD.
(By default the Bios boots from harddisk.)
3. Start Suse from DVD.
Select keyboard Japanese (if you have a CF-Y2 with Japanese keybowrd)
4. Choose ‘Manual Installation’.
(I did not check whether Automatic Installation works.)
5. Check that System, Partitioning, Booting, Time Zone are correct.
I am using a Toshiba 100GB harddisk with
/windows/C 20GB NTFS
/windows/D 60GB NTFS
/swap 1GB
/ 23GB Linux
I am using a USB mouse, but the Touchpad works as well.
6. Choose the Software you want to install.
Check that ipwconfig is also installed for Wireless Setup.
Install also kdebase3-extra to have proper KDE session management.
7. Start Installation
Should run now for about 40 minutes until automatic reboot.
8. Reboot Linux from harddisk. Take out DVD.
Do network and user setup.
9. Graphics Setup
In device Setup automatic screen detection will not detect 1400×1050 screen.
System will start with 1280×900 resolution looking dizzy.
Solution:
Get the 855resolution patch of Alain Poirier at: http://perso.wanadoo.fr/apoirier/
Download patch, follow installation instruction in readme-file.
Once compiled the exexutable should be in /usr/sbin/855resolution
Edit as superuser the file
/etc/init.d/boot.local
and put there the line:
/usr/sbin/855resolution 3c 1400 1050
On system restart you should have 1400×1050 resolution.
10. Wireless Setup
The Intel 2200BG wireless can be setup via Yast without problems.
11. SDCard does not work.
12. USB works fine.
13. External monitor not tested.
14. PCMCIA seems to work fine.
15. Mic and headphones not tested.
